Orson Zhai a8b1fa6c47 Revert "PM / devfreq: Modify the device name as devfreq(X) for sysfs"

This reverts commit 4585fbcb53.

The name changing as devfreq(X) breaks some user space applications,
such as Android HAL from Unisoc and Hikey [1].
The device name will be changed unexpectly after every boot depending
on module init sequence. It will make trouble to setup some system
configuration like selinux for Android.

So we'd like to revert it back to old naming rule before any better
way being found.

Linux kernel
============

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
See Documentation/00-INDEX for a list of what is contained in each file.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
