John Stultz 70471f2f06 time: Add timekeeper lock ... Now that all the timekeeping variables are stored in the timekeeper structure, add a new lock to protect the structure. For now, this lock nests under the xtime_lock for writes. For readers, we don't need to take xtime_lock anymore.
