This driver is only usable on 64-bit s390 machines. Mark the Kconfig
dependencies to that users on other architectures are not prompted for it.

The option allows you to remove TTY and compile without errors. This
saves space on systems that won't support TTY interfaces anyway.

The bulk of this patch consists of Kconfig changes adding "depends on
TTY" to various serial devices and similar drivers that require the TTY
layer. Ideally, these dependencies would occur on a common intermediate
symbol such as SERIO, but most drivers "select SERIO" rather than
"depends on SERIO", and "select" does not respect dependencies.
bloat-o-meter output comparing our previous minimal to new minimal by
removing TTY. The list is filtered to not show removed entries with awk
'$3 != "-"' as the list was very long.

Remove the tape block device driver. It's not of real use but has
already created some confusion when users wanted to access tape devices
and used the block device nodes instead of the character device nodes.
Also remove the whole tape documentation since it's completely outdated
and we have the device drivers book which is the place where everything
is properly documented.

Make use of def_bool and def_tristate where possible and add sensible
defaults to the config symbols where applicable. This shortens the
defconfig file by another ~40 lines.

Change the tristate Kbuild option into a bool option so that the module
is either builtin or not available at all.
There have been too many cases where people were missing the 'vmcp'
device node and unable to send z/VM CP commands. So let's make sure
that on distros it will always be present.

Disband drivers/s390/Kconfig, use the common Kconfig files. The s390
specific config options from drivers/s390/Kconfig are moved to the
respective common Kconfig files.
