97e94c3a57 Blackfin: fix hweight breakage
The recent commit to add constant optimization to hweight implicitly broke
the Blackfin arch.  Seems we were missed when all the other arches were
fixed with renames.

a13265af99 Blackfin: fix typo in hweight asm
Run ONES on the incoming value rather than random garbage.  This fixes
random crashes with some networking code.

96f1050d3d Blackfin: mass clean up of copyright/licensing info
Bill Gatliff & David Brownell pointed out we were missing some
copyrights, and licensing terms in some of the files in
./arch/blackfin, so this fixes things, and cleans them up.

It also removes:
 - verbose GPL text(refer to the top level ./COPYING file)
 - file names (you are looking at the file)
 - bug url (it's in the ./MAINTAINERS file)
 - "or later" on GPL-2, when we did not have that right

It also allows some Blackfin-specific assembly files to be under a BSD
like license (for people to use them outside of Linux).

f9ee3ab81c Blackfin: fix flag storage for irq funcs
The IRQ functions take an "unsigned long" flags variable, not any other
type, so fix the places where we use "int" or "long".
