The single board defconfig files were missed during the cleanup
of CONFIG_PCI_LEGACY in the multi-board config files. This
disables the option for the single board configs, as it isn't
used by anything for these boards.

Virtex FPGA designs have two serial port logic cores to choose from; the
simple uartlite, and the full featured uart16550. Both cores are in
common use so the defconfig should support both of them. Currently
only console on uartlite is supported in the defconfig. This patch adds
console support for the 16550 core.
The Virtex reference designs do not work without this patch.

Update the defconfig files for 4xx boards. This also makes the mutli-board
defconfigs a bit more useful by enabling some of the more common modules.

Board specific defconfigs are useful, however with the ability to do
multi-board defconfigs they aren't needed in the top level configs directory.
Move the 4xx board specific defconfigs to individual directories under
arch/powerpc/configs.
