This reverts commit 13a229abc2.
Quoth Andi:
"After some consideration and feedback from various people it turns
out this wasn't that good an idea. It has some problems and needs
more work. Since it was only an optimization anyways it's best to
just back it out again for now."

Big Unisys systems have multiple clusters too, but they have an
synchronized TSC.
I'm using the SMBIOS to check for vendor == IBM.

Delete the ability to build an ACPI kernel that does
not include PCI support. When such a machine is created
and it requires a tuned kernel, send a patch.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
