ARCH_HAS_NMI_WATCHDOG is a macro defined by arch, but config
HARDLOCKUP_DETECTOR depends on it. This is wrong, ARCH_HAS_NMI_WATCHDOG
has to be a Kconfig config, and arch's need it should select it
explicitly.

The generic irq support uses the term 'irq' for the
allocated irq number.
Fix it so sparc64 use the same term for an irq as the
generic irq support does.
For a naive reader this is less confusing.

As Andrew noted, my previous patch ("debug lockups: Improve lockup
detection") broke/removed SysRq-L support from architecture that do
not provide a __trigger_all_cpu_backtrace implementation.
Restore a fallback path and clean up the SysRq-L machinery a bit:
- Rename the arch method to arch_trigger_all_cpu_backtrace()
- Simplify the define
- Document the method a bit - in the hope of more architectures
adding support for it.

The rest was an update of the top-level Makefile to use sparc
for header files when sparc64 is being build.
And a small fixlet to pick up the correct unistd.h from
sparc64 code.
