SCTP: Explicitely discard OOTB chunks
Explicitely discard OOTB chunks, whether the result is a SHUTDOWN COMPLETE or an ABORT. We need to discard the OOTB SHUTDOWN ACK to prevent bombing attackes since responsed MUST NOT be bundled.
