switchtec: Use generic PCI Vendor ID and Class Code
Move the Microsemi Switchtec PCI Vendor ID (same as PCI_VENDOR_ID_PMC_Sierra) to pci_ids.h. Also, replace Microsemi class constants with the standard PCI definitions.
