[PATCH] SHM_NORESERVE flags for shmget()
Add SHM_NORESERVE functionality similar to MAP_NORESERVE for shared memory segments. This is mainly to avoid abuse of OVERCOMMIT_ALWAYS and this flag is ignored for OVERCOMMIT_NEVER.
