[NETFILTER]: x_tables: replace IPv4 DSCP target by address family independent version
This replaces IPv4 DSCP target by address family independent version. This also - utilizes dsfield.h to get/mangle DS field in IPv4/IPv6 header - fixes Kconfig help text.
