swiotlb: clean up EXPORT_SYMBOL usage
Impact: cleanup swiotlb uses EXPORT_SYMBOL in an inconsistent way. Some functions use EXPORT_SYMBOL at the end of functions. Some use it at the end of swiotlb.c.
