OMAP: WDT: Use PM runtime APIs instead of clk FW APIs

Call runtime pm APIs pm_runtime_put_sync() and pm_runtime_get_sync()
for enabling/disabling the clocks, sysconfig settings instead of using
clock FW APIs.
