Bluetooth: Check HCI_PERIODIC_INQ in start_discovery

This patch adds a HCI_PERIODIC_INQ check to start_discovery.
If periodic inquiry is enabled, we fail MGMT Start Discovery
command with MGMT_STATUS_BUSY code.
