Input: atkbd - disable softrepeat for dumb keyboards

Browse source 
Do not activate softrepeat by default on dumb keyboards as it clashes
with their own hardware repeat (for example Dell DRAC3). Softrepeat
can still be activated manually via module parameter or sysfs.
